$85 million Clarington Police Station Phase II project earns committee approval

The $85 million Clarington Police Station Phase II project was given the green light to go to tender Wednesday by Durham Region’s Committee of the Whole, despite concerns raised by several committee members about the overall cost.

That green light is contingent on approval by the full Durham Region Council at their June 23 meeting.

Phase II will comprise two buildings: the Regional Support Centre, which will house property and evidence storage, fleet, the quartermaster and the Tactical and Canine units; and the Centre for investigative Excellence, which will be home to Homicide, Fraud, Sexual Assault and Internet Child Exploitation, as well as polygraph and other investigative units.

Construction is expected to cost $70 million, with equipment making up the rest of the bill.

Oshawa Mayor Dan Carter said most of the discussion on the project was about the cost. “It’s quite a considerable investment,” he said.

Committee also agreed to single-source the tender for building system components and equipment required for Phase II to match systems installed as part of Phase 1 of the project.

Those suppliers will be Cesmic Group Limited (supply and installation of American Power Conversion brand uninterruptable power supplies, data racks and associated equipment at an estimated cost of $330,000) Johnson Controls Canada LP (supply and installation of the Genetec Security Centre CCTV at an estimated cost of $588,000, as well as the supply and installation of the Software House C-Cure 9000 Access Control System, at an estimated cost of $1.295 million); HTS Engineering (supply and installation of the Alerton Compass Building Automation System at an estimated cost of $712,400); and Interface Nora (resilient flooring at an estimated cost of $275,000 and Interface Floor carpet tile at an estimated cost of $140,000).

Other single-source suppliers include Combat Networks (Avaya Aura Private Branch Exchange telephone equipment – $310,000); Dell Canada Inc. (servers and storage area networks – $180,000); Spectrodata (audio-visual equipment – $100,000); Tennant (floor scrubbing equipment – $175,000); and Network switches and routers manufactured by CISCO Systems Incorporated at an estimated cost of $250,000).

The tender for construction of Phase II is expected to be awarded in August, with a two-year construction period to immediately follow.

The Clarington Police Station, Phase I, was completed in 2015, with occupancy by some 100 police officers in early 2016. Phase I was the 42,000 sq. ft. East Division building and the 21,600 sq. ft. Forensic Investigative Facility.

The Committee of the Whole also moved that debentures be issued to a maximum of $63.8 million to finance the rest of the project over a 20-year period. The rest of the money will come from Development Charges ($11.3 million), the Capital Project Reserve Fund ($10 million) and the Climate Mitigation and Environmental Initiatives Reserve Fund ($1,342,700).
