Historical sexual assault investigation results in charges for Oshawa man

An Oshawa man has been charged following an investigation into historical sexual assaults allegedly committed over nearly 40 years.

The City of Kawartha Lakes OPP launched an investigation into sexual assault allegations from one victim on Sept. 11. During the course of the investigation, they identified a second victim. The pair allege they were assaulted by the same man in various incidents between 1986 and 2019.

While police provided little detail regarding their investigation, they did share that they made an arrest on Sept. 22.

They charged Frank Negenman, 82, of Oshawa, with two counts of sexual assault of an adult and one count of sexual assault of a minor. He’s set to appear in a Lindsay courtroom on Nov. 2

The OPP estimates that 90 per cent of sexual assaults go unreported, but they stressed it is never too late. There is no statute of limitations in sexual assault cases, meaning victims can come forward years or decades after the assault.
